Subscribed after: Does not work

I want to send my new subscribers a Welcome Newsletter.
For example:

For everyone who subscribed 01/01/2026
I set Subscribed after: 12/31/2025
And send it at 00:00 01/02/2026

An when is create this newsletter at 01/01/2025 it already shows n users the newsletter will be send to, wich are a way higher number then subscribed that day. Also it will be send to users wich have subscribed before 12/31/2025. Wich means i annoy users with several Welcome Newsletters.

So what could cause this problem and how do i fix it?
