    I have a few lists set up. But I have several subscribers that are not part of any list. Is it possible to send a newsletter to the group that is NOT part of any list, and ONLY them, and not anyone that is part of any of my lists?

    Yes, feature missing. Annotated on the improvement list. You can by now make this configuration on targeting: “all lists”+”not active”.
