“Repeated subscriptions” message does not use site theme

Under Newsletter v6.9.9 and “TownPress child” theme: If a subscriber attempts to use an email address which is already in use, the configured “Repeated subscriptions” text is displayed, but it doesn’t use the site theme – its just displays on a blank page.
On a test site I set up earlier in the year under Newsletter v6.7.0 and “VerticalMenu” theme, the “Repeated subscriptions” text is correctly displayed on the “Manage your subscription” page.
Is anybody able to throw any light on this? Bug in v6.9.9; problem with the theme? Any help to debug this would be appreciated.
