Insert boilerplate text to ALL newsletters?

I have a bunch of automated newsletters which go out each day and weekly.
I’d like to include in them a simple, changeable, block of text (for promotions, etc).
Rather than go into each newsletter and change that text manually in the template, I’d like to have some kind of include file so that I change one file to show the latest promotion/ad and then that is automatically updated in the newsletters. Kind of like a shortcode in the newsletters which fetches the updated text before sending out the newsletter.
Is this possible?

It’s actually not possible even if for long time myself faced with that problem. I’ll check with the team. Of course it cpuld not be a shortcode, I mean, it should be a general configuration of automated which can be recalled with a placeholder.
