Help with Lists

Hi,
I sometimes wish to send two or three people a newsletter who are not in the list I am sending to.
I have a club with members in regions, and within those regions in counties. Each county has a manager, and each region has a manager.
So;
NATIONAL
– REGION
– – COUNTY
The region and county are set up as extra fields.
All members are in a list ALL and then have the extra fields.
The Region and County Managers are in a list REPS with the Region field set, but the Region Managers do not have the County field set as they look after all in their region.
I send out newsletters to ALL users, or a specific Region, and sometimes to a specific County.
I want the region manager to receive all the county newsletters, but I cannot work out how to do this.
I could create an extra field for each county they oversee, but I cannot work out how to get the sending options to do this, it appears to be an AND equation and no option for an OR equation.
I know I can add the REPS list, but then all the reps would receive all the newsletters, not ideal.
Any advice?
