It means the plugin has the tools that help the blog owner to comply with the GDPR requirements, of course only for the data the plugin manage. As you know, there is not a plugin that makes the blog (or better the business) GDPR compliant, but every plugin should provide the tools needed.

More, WP is working on a set of core tools to better manage the privacy and when available we’ll integrate Newsletter with them.
But does it mean that i can somehow prepare a subscription form containing for example 3 checkbox named as lists in the system and user can check/not check each of those checkoboxes(lists) and he will be added to the check ones?
now if the list is public system doesn’t care if it was checked or not, after confirming an e-mail user will be addedd to all lists.
