1. Is there a way to set up a monthly email to go out on a specific date each month, such as the 1st of each month?
2. Unfortunately, we do not use The Events Calendar. The calendar system we currently use does have widgets. Is there a way to place text/javascript inside a Newsletter or template?FYI, we use WordPress Business and signed up for Newsletter Pro.

1. To do that, you will need our Automated addon, which is included in our premium licenses. Take a look here: https://www.thenewsletterplugin.com/premium
2. You can try, but due to email design limitations, I doubt that will work.

RE 1: We have the Professional license. When I go the Planning tab, I’m only shows the option to select a day of the week and a week number. There is not a way to select a specific date?

no, there’s no way of selecting a specific date in Automated. Most of our users prefer to select a particular day of the week for marketing purposes (for example, they know that they post a new article every monday, etc.). However, you can schedule a normal newsletter to go out on a specific date, and you can repeat this how many times you need.
