The WordPress scheduler is not working properly: that affects the newsletter sending and other site tasks.

Also, mail logs can contain precious informations on these kind of issues: Newsletter has a basic loggin system and so do your sending provider (your host or a dedicated service). You can also try installing a dedicated mail logging plugin such as Wp Mail Logging.
