Creating two different forms and assigning automatic separate list preference

Hello, I have a web with two languages. I want one subscription form to be in English and send those subscribers only english newsletters and another separate form in Russian and send those subscribers only russian newsletters.
How can i create two separate forms and assign automatically preference for language?
I have read a tutorial about setting up a list preference, but it says go to subscription configuration panel and set it up. but there is no other step by step instruction how to set it up? Please advice and thank you in advance.
