blog info

I want to setup “a common header for my newsletters, the social links like Facebook, Google+, Twitter, Linkedin, YouTube and Vimeo, and a footer with your blog/company name, address and legal or copyright text” like is say on the documentation …
but I don’t find where to do it, when I click on blog info on my new newsletter I arrive to general setting but I cannot find my social setting (Facebook, twitter ..infos), header or footer infos, where can I fill that?
